Users with higher status

This adds user points and rewards users with higher status on the site.
For example

A user with 0 points is the new guy/gal.
Auser with 100 points is well kown status.
A user with 200 pointys is a local celeb.

Each status could unlock certain things on the site or certain privledges.

The points will be awarded the same way points are currently awarded . But they will just be added towards some type of goal.
